The Basic Course-Modular Format is delivered in a three-level instructional sequence. Successful completion of the Module III, II, and I modules constitutes satisfaction of the Basic Course training requirements for peace officer in the State of California.
In examining previous enrollment data at Yuba College and in the region, staff believes that the number of annual completers to be at approximately 25. As the shortage of trained officers becomes more emergent, significant increases are anticipated.
The program goals and objectives include:
1. Provide academy training for employment in law enforcement..
2. Provide certificate of achievement curriculum in law enforcement.
3. Maintain and deliver California Peace Officer Standards and Training (POST) certified law enforcement curriculum.
4. Plan, operate, and market the Administration of Justice Program with emphasis on incorporating the YCC values and accomplishing the YCC mission, goals, and objectives.
The program goals and objectives include:
1. Recognize when property crimes have occurred, to identify the crimes by their common names; and to classify them as either misdemeanors or felonies.
2. Identify when a crime against the justice system has occurred, to identify the crimes by their common crime names, and to classify them as either misdemeanor or felonies.
3. Identify crimes against children, to identify the crimes by their common names, and to classify them as either misdemeanors or felonies, explanation of California child abuse reporting requirements, recognize when an officer can lawfully enter a residence without a warrant to protect an endangered child.
4. Identify hazardous materials; the risks and negative outcomes of hazardous material incidents; and the difference in roles between the first responder at the awareness and the first responder at the operational level.
5. Identify when sex crimes have been committed, to identify the crimes by their common names, and classify them as either misdemeanors or felonies.
6. Recognize when a weapon violation has occurred, to identify the crimes by their common names, and to classify them as either misdemeanors or felonies.
7. Identify a peace officers authority, liability, and responsibility in making arrests, list the elements required to establish reasonable suspicion and probable cause; criminal sanctions and civil liability.
8. Demonstrate effective report writing procedures and practices, including interviewing victims, witnesses, and suspects; taking good field notes, and constructing reports that can lead to proper case adjudication.
9. Discuss the protection provided by the US and the California constitution against unreasonable searches and seizures of people, houses and personal property.
10. Understand the role that evidence plays in a criminal trial; quote the terminology used by the criminal courts in dealing with different types of evidence; quote the roles that must be followed in order for evidence to be introduced at a criminal trial.
11. Describe peace officers responsibilities at the scene of a disaster or visual occurrence.
12. Explain the factors affecting an officers response to a crime-in-progress call; describe the skills and abilities needed to effectively respond and investigate different types of crimes in progress.
13. Demonstrate how to properly handle a SIDS incident; describe the skills needed to provide accurate and effective courtroom testimony in these cases.
14. Identify how an officer prepares for a patrol shift; identify the factors that affect an officers observation skills.
15. Differentiate the roles and responsibilities of providing law enforcement in the community.
16. Explain California laws pertaining to cultural groups; and opportunities for individuals to have self-discovery concerning cultural contact experience and personal prejudices.
