The Basic Course-Modular Format is delivered in a three-level instructional sequence. Successful completion of the Module III, II, and I modules constitutes satisfaction of the Basic Course training requirements for peace officer in the State of California.
In examining previous enrollment data at Yuba College and in the region, staff believes that the number of annual completers to be at approximately 25. As the shortage of trained officers becomes more emergent, significant increases are anticipated.
The program goals and objectives include:
1. Provide academy training for employment in law enforcement..
2. Provide certificate of achievement curriculum in law enforcement.
3. Maintain and deliver California Peace Officer Standards and Training (POST) certified law enforcement curriculum.
4. Plan, operate, and market the Administration of Justice Program with emphasis on incorporating the YCC values and accomplishing the YCC mission, goals, and objectives.
Upon completion of this course, students will be able to:
1. Describe peace officer responsibilities at the scene of a disaster or unusual occurrences.
2. Identify various uses of police reports; ability to write reports that conform to accepted professional standards of quality; ability to take field notes that include information needed to complete a crime or incident report.
3. Discuss how to deal with community members challenged by disabilities.
4. Recognize the physical and emotional problems a victim of a crime faces; Determine what services might best serve victims of crime and to classify them as either misdemeanors or felonies.
5. Identify laws regarding the handling of juvenile offenders.
6. Identify the signs and symptoms associated with drug usage; discuss the services available to those abusing illicit drugs.
7. Identify crimes against children and to classify them as either misdemeanors or felonies; explanation of California child abuse reporting requirements; recognize when an officer can lawfully enter a residence without a search warrant to protect an engendered child.
8. Identify hazardous materials; the risks and negative outcomes of hazardous materials and incidents; the difference between the first responder at the awareness and the first responder at the operational level.
9. Identify when sex crimes have been committed; to identify the crimes by their common names; and classify them as felonies or misdemeanors.
10. Identify a peace officer's authority, liability, and responsibility in making arrests; list the elements required to establish reasonable suspicion and probable cause; criminal sanctions and civil liability.
11. Describe the role that evidence plays in a criminal trial; quote the terminology used by the criminal courts in dealing with different types of evidence; quote the rules that must be followed in order for evidence to be introduced at a criminal trial.
12. Identify crimes committed by the facts and elements presented on various situations dealing with child abuse. -Requires critical thinking-

14. Demonstrate how to handle domestic violence situations and refer victims to services. -Requires critical thinking-
15. Identify the roles and responsibilities of law enforcement in the community.
16. Demonstrate when and how to use various levels of force to control a variety of people that are cooperative and non-cooperative. -Requires critical thinking-
17. Describe how to handle various hazardous material spills and accidents. -Requires critical thinking-
18. Identify how an officer prepares for a patrol shift; identify the factors that affect an officer's observational skills.
19. Identify the factors affecting an officer's responsibility to a crime-in progress call; describe the skills and ability needed to effectively respond and investigate different types of crimes in progress.
20. Demonstrate the ability to determine the appropriate de-escalation techniques and or force options in a variety of circumstances and situations.
